Cambodia is launching another phase of decentralisation, attempting to restructure sub-national, especiallyprovincial, administration. This study focuses on Cambodia’s trade environment, trade policy and cross-border trade, particularly the role and impact of supply-side factors. Through case studies in two areas, one adjacent to Thailand and the other to Vietnam, on the export of ready-made garments to Thailand and import of shoes, vegetables and processed foods from Vietnam, this paper studies the implications of cross-border trade for household welfare, particularly for the poor.
