In the Mekong-Lancang basin, intergovernmental
\nscientific water data sharing has progressively
\nexpanded between governments since the early
\n1990s as an outcome of water diplomacy efforts.
\nMuch of this scientific water data has been made
\npublic via online platforms.Water data underpins water diplomacy,
\nincluding through trust building and
\nproviding evidence. It is crucial in the
\nMekong-Lancang basin given changing river
\nconditions due to large dam operations,
\nclimate change and other development trends
\nthat have intensified hydropolitics in recent
\nyears.As water data is increasingly shared between
\nstates, more emphasis also needs to be placed
\non effective and timely communication of
\nwater data to riparian communities including
\nadvanced warnings on changing river
\nconditions due to upstream dam operations.\u00a0For a more comprehensive evidence base
\ninforming water diplomacy, the scope of
\nwater data shared should be expanded to
\ninclude more monitoring stations and more
\ndetails on the operation schedules of existing
\nmainstream and tributary dams.\u00a0To make water diplomacy more inclusive and
\naccountable, a diversity of water knowledge
\nbeyond scientific water data is required,
\nincluding situated community knowledge,
\nand civil society and academic research.
\nExisting intergovernmental platforms could
\nimprove mechanisms to receive information
\nfrom communities, civil society, and others to
\ninform water diplomacy processes.\u00a0To date, intergovernmental water diplomacy
\nhas focused on establishing agreements for
\nwater data sharing that increases transparency.
\nA forward-looking policy priority within and
\nbeyond scientific water data sharing should
\nbe on establishing a rules-based basin-wide
\nregime on the operation of hydropower
\ndams with accountability mechanisms and
