The paper reviewed the progress of the decentralization and deconcentration (D&D) reforms in Cambodia. It revisited the conflicting positive and negative views on the achievements of the D&D in the literature. The findings suggested that while there has been some good progress in the reforms, the achievements were far from being uniform and linear, as was theoretically assumed. Instead, possible changes and achievements had been localized in the Cambodian hybrid political context and the general environment within which decentralization took place.
