CDRI is looking for a Qualified Consultant who is experienced in supplying work on Office 365 Migration, to support the migration of Office 365 from one tenant to another with the smooth transaction without interruption.

Services and Requirements


CDRI is currently hosting the CDRI website and subscription to Office 365 with a third-party company, which has 74 licenses. Related to our requirement, we need to move the current Office 365 subscription from our current tenant to another tenant.

Move Office 365 Subscription to a New Tenant

  • Migrate User Accounts and Data: migrate user accounts, emails, OneDrive, SharePoint, and other data from the old tenant to the new one.
  • Update DNS to point to Microsoft 365

Migration Plan and Support

  • The migration must be well-planned and seamless for end users of CDRI
  • Responsibility for identifying and implementing necessary support to ensure uninterrupted services during transfer and migration
  • Proposed support mechanism for urgent and critical issues.

Mandatory Documents and Requirements


  • Bidder/partner must be a Microsoft Certified Partner - shall have authorization from Microsoft for providing requested solutions (Licensing and implementation capabilities)
  • Bidder/partner must have at least below Microsoft certifications (enclose documentary evidence) Certification for Cloud Productivity (Core Office 365), Certification (Exchange / Office 365)…etc.
  • Experience with similar Projects Office 365 migration. Bidder must submit reference letters/ testimonials of completed similar projects in the past three years
  • Expertise of team members, the bidder must have a minimum of 3 dedicated team members for the implementation, and the team members proposed must be Microsoft-certified professionals.
  • Project shall be carried out by the resource persons included in the proposal. Changing of project team members upon winning the bid will not be allowed.
  • Details on the provider's profile (history, partner, client...)

Submission of the interest

CDRI committee will select a maximum of 3 bidders ranked based on a scoring system. All interested bidders can contact piseysorn@cdri.org.kh with any technical concerns.

The selected candidates will then be invited to respond to a closed call for tenders based on a full set of specifications. This complete set of specifications will contain all the elements necessary for the recommendation of a technical solution and the elaboration of a costing.

Position: Research Centre Director

Cambodia Development Resource Institute (CDRI) is looking for ambitious and high-performance researchers for the position of Centre director to be based at the Centre for Educational Research and Innovation (CERI). We are particularly interested in candidates with the expertise and experience to lead the research centres and team to produce high-quality policy-oriented research, mobilise resources and fund opportunities and liaise with CDRI’s key stakeholders. Successful candidates must demonstrate a strong record of research achievement and have excellent writing, management, analytical and communication skills both in English and Khmer. The detailed responsibilities of the Centre Director are as follows.

Main Responsibilities:


Research leadership (40%):

  • Lead research projects, advise and oversee the research team from conceptualisation to research output.
  • Find and assess research grants and opportunities for the centre and report to the Executive Director or Deputy Executive Director on the nature of the project and whether to accept or reject it.
  • Secure at least two long-term research grants per year.
  • Oversee and/or participate in the production of research publications.
  • Lead in policy engagement and research dissemination to policymakers and relevant stakeholders.

Strategy, resource mobilisation, and representation (30%):

  • Represent the centre in management meetings, brief team members on management updates and promote teamwork within and across centres.
  • Participate in strategic national, regional and international meetings, workshops, seminars and dialogues.
  • Participate in national and regional research committees and networks.
  • Build and maintain research partnerships and collaboration with policymakers, development partners, research institutions, and other stakeholders to foster collaboration and policy impact, generate and share resources for capacity building, raise CDRI’s profile and attract potential funding.

Administration and budget management (15%):

  • Establish and oversee the centre’s work plan and maintain the centre's annual total operating budget.
  • Manage workload and cooperate with the operation team on time management and resource mobilisation, including the annual budget and timely implementation and delivery of activities and outputs.
  • Lead and take over all responsibilities in preparing regular reports to donors.
  • Collaborate with other research centres on other special initiatives if required.
  • Take lead responsibility for resolving problems affecting the delivery of research projects and for planning and implementing future research projects that emerge from the current project.
  • Approve administrative matters, including leave requests, procurement of goods and services requests for the centre, etc.

Supervision, mentoring, and training (15%):

  • Lead in human resource planning and prepare training and capacity-building activities for team members to achieve their professional development and career goals.
  • If required, advise on, design, organise, and/or deliver specific capacity-building activities for CDRI.
  • Advise the team members of emerging trends, development issues and opportunities within the centre and CDRI.

Minimum Qualifications:


  • A postgraduate degree in education or other related social sciences (PhD is preferred).
  • 10 years of work experience in research institutions or think tanks, focusing on policy research.
  • Demonstrated experience in leading research projects in education and social sciences.
  • Proven track record of producing high-quality policy-oriented research and analysis of local and international development issues.
  • Expertise in quantitative and/or qualitative research methodology.
  • A sound analytical grasp of local and international development issues affecting Cambodia and the region.
  • Demonstrated strong management, leadership and organisational skills.
  • Strong commitment to the professional development of team members and experience in mentoring and providing training and capacity building activities on research and any other related field.
  • Experience in writing and applying for research grants. Excellent communication skills in English and Khmer, both oral and written.
