Ms. Lucy Right is a PhD Candidate at Duke University, where her research broadly examines political institutions and civil society in hybrid regimes. Her dissertation project studies the effect of pluralism on the quality of governance and service provision in Cambodia’s commune councils from 2012 to 2017, using a combination of quasi-experimental quantitative methods and qualitative interviews. Another strain of her research looks at the effect of restrictive NGO legislation on both donor and organizational behavior, with a particular interest in the response strategies of Cambodian NGOs to restrictions on civic space. She has methodological expertise in experimental and causal methods, econometrics, survey design, and qualitative interviewing, and topical expertise in governance, local political institutions, civil society, and public service delivery in developing countries. She has previous experience in policy research and international development with the OECD, DevLab@Duke, and the German Marshall Fund of the United States
