This paper was part of the Water Resources Management Research Capacity Development Programme (WRMRCDP). This research brought to light a number of issues to do with water management such as coordination between actors, both physical and economical scarcity of water, water allocation within and between spheres, farmer participation, project evaluation and planning and the emergence of private schemes. Through such issues the research team identified three themes: governance, economic and physical. The result from this research was that nine research questions were proposed for future in depth research porgrammes.
