I Younan An is a PhD Candidate at the Department of Political Science, University of Toronto, Canada, where his research broadly examines the development of skills and welfare institutions and policies in developing countries, especially in Southeast Asia. His dissertation studies the development of skills and training policies by understanding how and why national governments choose to invest or expand such policies and examine the conditions in which are viable for skills policies to flourish in developing countries like Cambodia. He received his Master of International Development in 2021 from the School of Public and International Affairs at the University of Pittsburgh, and his Bachelor of Science in Political Science in 2018 from Northern Illinois University in the U.S. He has cultivated extensive research and international development experiences from both university institutions, non-profit institutions, and international organizations such the UNDP Human Development Report Office and UNDP Regional Bureau of Asia Pacific in Bangkok, Thailand. He is a mixed-method scholar where he has expertise in both qualitative methods including interviews, focus groups, and thematic analysis and quantitative methods including causal inference, content analysis and textual analysis. and survey design.
